A Wartime Taboo Breaks in Kyiv
Ukraine’s political debate, long compressed by the demands of survival, widened sharply on Tuesday when the country’s recently dismissed former defense minister, Mykhailo Fedorov, called for a presidential election even as Russia’s war continues.
In a video address released late Tuesday, Fedorov said Ukraine should find a legal and safe way to preserve democratic competition if the conflict proves prolonged. The appeal was the most direct public challenge yet to President Volodymyr Zelenskyy from a figure with standing inside the wartime establishment, and it pushed a simmering dispute over leadership into a more fundamental argument about legitimacy, law and the limits of national unity during invasion.
Fedorov’s intervention comes only weeks after his removal from the defense post in July, a dismissal that touched off unusually large protests in Kyiv and other cities. What began as a backlash over a high-profile personnel decision has now evolved into something more consequential: a debate over whether Ukraine can or should restore normal electoral politics while missiles still fall and millions of citizens remain displaced.
For Zelenskyy, the challenge is politically delicate not because it immediately threatens his hold on power, but because it punctures a central wartime narrative — that political competition must wait until the state’s survival is secure.
The Legal and Practical Barriers
Ukraine has lived under martial law since Feb. 24, 2022, the day Russia launched its full-scale invasion. Under the country’s constitutional framework, the president remains in office until a newly elected successor is sworn in. Ukrainian authorities and parliamentary officials have repeatedly maintained that elections are not held under martial law, and a working group in the Verkhovna Rada said this year that there was broad consensus they were impossible while martial law remained in force.
That legal position has been reinforced by practical realities. Any national vote would have to account for soldiers deployed along an active front, civilians living under constant threat of Russian strikes, millions of Ukrainians displaced inside the country or abroad, and citizens in Russian-occupied territories who would be unable to participate freely, if at all.
Zelenskyy has previously said that holding elections during wartime would require major legal changes as well as answers to basic operational questions: how troops would vote, how refugees could cast ballots, how polling stations could be protected from attack, how cyberinterference could be contained, and who would finance and monitor the process. International observers, central to validating Ukrainian elections in peacetime, would face their own security constraints.
Those obstacles have helped make the question largely theoretical. Fedorov’s call made it immediate.
From Personnel Crisis to Political Test
The significance of Fedorov’s move lies partly in who he is. He is not an exile, a marginal opposition activist or a pro-Russian provocateur, categories that Ukrainian officials have more easily dismissed since 2022. He is a former senior official from the wartime leadership itself, and one whose ouster generated visible public sympathy.
That has made him harder to wave away as merely disruptive. Ukrainian media polling cited in early August suggested that Fedorov could emerge as a meaningful presidential contender, even if he still trails Zelenskyy. On its own, that does not amount to an imminent electoral threat. But in a political system largely frozen by war, even the appearance of an alternative center of support is notable.
His message also speaks to a constituency that has grown more uneasy with the concentration of power in wartime, even while remaining broadly committed to resisting Russia. For many Ukrainians, the dilemma is not whether democracy matters less during war, but whether suspending ordinary competition for too long begins to weaken the democratic identity Ukraine says it is fighting to defend.
That tension has shadowed the country for months. Ukraine’s leadership has tried to preserve internal cohesion by discouraging overt political rivalry, arguing that division serves Moscow’s interests. Yet the longer the war continues, the harder it becomes to separate military necessity from political management.
Why the Debate Matters Now
The timing is especially sensitive. Ukraine remains dependent on foreign military and financial support, and its leaders have sought to present the country as both resilient and institutionally stable. Any open conflict at the top of the political system risks raising difficult questions among allies about governance, succession and public trust.
At the same time, Kyiv has consistently framed its war effort as a defense not only of territory but of democratic sovereignty against an authoritarian aggressor. That argument has been one of Ukraine’s most powerful assets abroad. Fedorov’s challenge touches a nerve because it asks how far a democracy can postpone democratic contest without weakening the very principle it claims to embody.
There is no clear consensus on the answer. Supporters of elections argue that prolonged martial law should not become an indefinite substitute for political accountability. Opponents say a vote held under bombardment, with occupied territories disenfranchised and soldiers scattered across the front, would be neither fair nor credible — and could produce exactly the legitimacy crisis it claimed to solve.
Both sides can point to real risks. A wartime election could expose administrative vulnerabilities and offer Russia fresh opportunities for physical or cyber disruption. But refusing even to discuss a path back to competitive politics may deepen domestic frustrations and feed suspicion that emergency rules are becoming politically useful in their own right.
What Comes Next
It remains unclear whether Fedorov’s call is the opening move of a real presidential campaign, a pressure tactic aimed at forcing concessions from Zelenskyy’s administration, or leverage for a return to influence. The president’s camp may yet try to contain the fallout through new appointments, procedural reforms or gestures toward broader consultation.
But even if no election is scheduled anytime soon, the political threshold has already been crossed. A taboo has been broken inside wartime Ukraine: a prominent former insider has publicly argued that the country should prepare for electoral competition before the war is over.
That does not mean Ukraine is entering a normal political season. Far from it. The legal barriers remain formidable, the security obstacles immense and the national mood still shaped above all by the battlefield.
Yet Fedorov’s appeal has made visible a question that had largely been suppressed rather than settled. As the war grinds on, Ukraine may have to decide not only how to defend its state, but how to preserve the habits of democracy while doing so.
