President Luiz Inácio Lula da Silva’s campaign released a television and social media advertisement accusing President Trump of seeking to sway the Oct. 4 vote in favor of the far-right senator Flávio Bolsonaro, casting the alleged effort not simply as interference but as a bid to subordinate Brazil to American interests. In the video, Lula’s allies argue that Mr. Trump wants to “colonize” Brazil and gain control over its natural resources.

At nearly the same moment, 31 Democratic members of Congress sent a letter to Secretary of State Marco Rubio warning of what they called “an apparent effort to interfere with, and potentially undermine” Brazil’s election. The lawmakers asked whether the United States would recognize Brazil’s certified election result by Oct. 1, a striking request that underscored how the dispute has become a test not only for Brazil’s democracy, but for the Trump administration’s posture toward elections abroad.

The State Department has denied meddling.

Still, the twin developments have intensified a volatile debate in Latin America’s largest democracy, where polling has shown an exceptionally tight race and where any suggestion of foreign pressure carries deep political resonance.

A Campaign Issue With Global Consequences

The clash comes at a delicate moment for Brazil. The first round of voting is approaching quickly, and the contest between Mr. Lula, the incumbent leftist president, and Mr. Bolsonaro, an heir to Brazil’s powerful right-wing political movement, has tightened into what many analysts describe as a dead heat.

That has made the question of foreign influence especially combustible. If doubts over Washington’s intentions take hold among voters, they could erode confidence in the fairness of the election, sharpen anti-American feeling and complicate relations between two countries with vast trade ties and overlapping security interests.

Mr. Lula has been laying the groundwork for this argument for days. Addressing the United Nations General Assembly on Sept. 22, he declared that “Brazilian democracy belongs to Brazilians,” a pointed rejection of outside attempts to shape the country’s political future. His campaign’s new advertisement transforms that warning into a direct electoral message, seeking to frame the final days of the race as a choice not only between candidates, but between national sovereignty and foreign intrusion.

That message appears intended to rally undecided voters and energize Lula’s base by linking his opponent to an unpopular outside power. In Brazil, where memories of foreign intervention in Latin America remain potent, such language can carry unusual force.

Tensions Had Been Building

The allegations did not emerge in a vacuum. Relations between Brasília and Washington have grown more strained amid a series of disputes that Lula’s allies say reveal an unmistakable pattern of pressure.

Among the most contentious issues have been U.S. tariffs on some Brazilian goods, American sanctions on Alexandre de Moraes, a powerful justice on Brazil’s Supreme Court, and Washington’s designation of the criminal groups PCC and CV as foreign terrorist organizations. Individually, each move has been justified by U.S. officials on separate policy grounds. But taken together with the Trump administration’s visible political alignment with Bolsonaro’s camp, they have fueled suspicions in Brazil that official American policy is spilling into electoral politics.

That broader context is central to why the current accusations have gained traction. The core question is not only whether there is hard evidence of a coordinated effort to manipulate the vote, but whether a sequence of diplomatic, economic and symbolic actions has already altered the political environment in a way that advantages one side.

So far, that remains contested.

Pressure Mounts on Washington

The intervention by Democratic lawmakers has added a new dimension. Their letter effectively imports Brazil’s election into the American domestic debate, portraying the administration’s conduct as part of a larger question about whether the United States is respecting democratic processes abroad.

That is a politically loaded charge in Washington, especially because the lawmakers’ demand for a clear commitment to recognize Brazil’s certified result implies concern that the administration could withhold or delay legitimacy from an outcome it dislikes.

Such worries may seem extraordinary between two large democracies. But they reflect how much trust has frayed in recent years, both internationally and within the United States, over the use of foreign policy powers in politically charged ways.

For the Trump administration, the dispute carries risks on multiple fronts. A forceful denial may not be enough to quiet critics in Brazil if further rhetoric or policy moves are seen as favoring Mr. Bolsonaro. But a more explicit pledge to accept the election’s outcome could be read by some of the president’s allies as a retreat.

What Remains Unclear

For now, several crucial questions remain unresolved. It is not clear whether Lula’s campaign or congressional Democrats can produce evidence of a coordinated interference effort beyond the public record of diplomatic friction, economic pressure and political signaling. It is also unclear whether Mr. Rubio or the State Department will issue a formal assurance that Washington will recognize the election result.

Equally uncertain is how Brazilian voters will respond. Lula’s effort to elevate the issue in the campaign’s final phase could resonate with nationalist sentiment, or it could be dismissed by opponents as an attempt to change the subject in a tight race. Much may depend on whether there are fresh U.S. statements or actions before Oct. 4 that reinforce the perception of intervention.

What is already clear is that the accusations have widened from a campaign talking point into an international dispute. At a moment when Brazil is preparing for a consequential vote, the fight over whether an American administration is trying to shape the result has become part of the election itself.
