The artificial intelligence boom is becoming a race to build the physical world beneath it
The global scramble over artificial intelligence is widening beyond software and flashy model releases into something more concrete and capital-intensive: chip plants, memory supplies, power-hungry data centers and the infrastructure needed to keep them running in a hotter, less predictable climate.
That shift came into sharper focus on Sunday as South Korea unveiled sweeping AI and semiconductor “mega-projects” worth more than $576 billion, anchored by plans from Samsung Electronics and SK Hynix to pour roughly 800 trillion won, or about $518 billion, into new fabrication sites in the country’s southwest. At the same time, in China, investors pushed Baidu shares higher after reports that its chip arm, Kunlunxin, was seeking a Hong Kong listing at a valuation of about $50 billion.
Together, the developments underscored how the economics of AI are being redrawn around the companies and countries that can finance, manufacture and safeguard the hardware that makes the technology possible.
Korea bets on memory, fabs and scale
South Korea’s new initiative reflects how crucial semiconductors — especially high-bandwidth memory, or HBM — have become in the AI era. HBM is a specialized type of memory used alongside advanced AI processors, and Korean companies are among the world’s most important suppliers.
SK Hynix has emerged as a central player in that market, while Samsung has been expanding capacity tied to AI memory and advanced chipmaking. The government’s latest push is intended to deepen that advantage, linking semiconductor manufacturing with broader AI build-outs, including large data-center projects.
The size of the commitment is striking even in an industry accustomed to huge sums. It also speaks to intensifying competition among governments to secure domestic chip capacity after years in which supply disruptions, geopolitical rivalry and the rise of generative AI exposed how vulnerable global technology supply chains had become.
Yet investors responded with some caution. Shares of Samsung and SK Hynix fell after the announcement, suggesting that parts of the market are weighing not just the opportunity but the risk that such an aggressive expansion could eventually create too much capacity or arrive just as demand cools.
That tension has become one of the defining questions of the AI infrastructure cycle: whether today’s shortages in advanced chips and memory will persist long enough to justify the torrent of spending now being committed.
In China, a chip listing becomes a strategic signal
The reported ambitions of Kunlunxin, Baidu’s AI chip unit, point to a parallel theme in China: the growing strategic and financial premium attached to domestic alternatives to American chip technology.
Baidu’s Hong Kong-listed shares rose sharply after reports that Kunlunxin was aiming for a $50 billion initial public offering in Hong Kong. The unit had previously confidentially filed for a listing in January, according to reports, though the valuation target has not been independently confirmed and would represent a substantial leap from earlier expectations.
Even so, the market reaction suggested that investors increasingly view Chinese AI chip assets not simply as commercial ventures but as geopolitical ones.
Beijing has spent years encouraging semiconductor development and domestic capital-market support for strategic technology companies, especially as U.S.-China tensions have tightened access to some advanced American chip technologies. In that context, a blockbuster listing by Kunlunxin would be more than a financing event. It would be a test of how much capital investors are willing to place behind China’s effort to build a more self-reliant AI hardware stack.
Chip stocks keep soaring
The excitement is not limited to Korea and China. Across global markets, semiconductor makers tied to the AI build-out have been among 2026’s biggest winners.
Investors have bid up the shares of companies making memory chips, processors and other essential components, helping drive broader gains in parts of Asia. Through late June, Samsung shares were up 183 percent for the year and SK Hynix had risen 310 percent, according to market analysis cited by The Guardian.
Those gains reflect a broad reassessment of where AI profits may accumulate. For much of the past several years, enthusiasm centered on the software layer — chatbots, enterprise tools and the companies building ever larger models. But as AI systems have become more expensive to train and run, the bottlenecks have shifted downward, toward the less glamorous but indispensable hardware beneath them.
That has made chipmakers, equipment suppliers and data-center operators some of the clearest beneficiaries of the boom, even as some software names have lost favor with investors this year.
The weather problem arrives
But building the AI economy is not simply a matter of money and manufacturing. It is also increasingly a matter of resilience.
As data centers multiply, severe weather is emerging as a serious operational threat. Heat waves can strain power grids and reduce cooling efficiency just as computing loads climb. Flooding can damage facilities and delay construction. Wildfire risk can threaten transmission infrastructure and force shutdowns. Insurers, meanwhile, are reassessing exposure, raising the prospect of higher premiums and more costly repairs.
Those risks matter because modern AI requires vast computing clusters housed in physical sites that consume immense quantities of electricity and cooling. The more concentrated those clusters become, the more exposed they are to disruptions from weather and power failures.
What once might have been treated as a secondary planning issue is becoming a core economic constraint. Data-center developers must now think not only about land, tax incentives and fiber connections, but also about whether local grids can handle sustained demand, whether water and cooling systems are adequate, and whether the site can withstand the next heat disaster or flood.
Why this moment matters
Taken together, the latest moves suggest that the next phase of the AI race will be decided less by headlines about model releases than by harder questions of industrial capacity.
Can countries build enough advanced fabs? Can memory makers keep pace with demand for HBM? Can China create credible domestic chip champions despite foreign restrictions? Can capital markets continue to fund expansion at these valuations? And can the energy, cooling and insurance systems around data centers adapt quickly enough to support it all?
For now, investors are still answering many of those questions with exuberance. But Sunday’s developments — from Korea’s giant chip-and-AI push to China’s reported IPO ambitions and the mounting worries over weather-related disruptions — also showed that the AI boom is entering a more demanding stage.
The technology may be digital. The bottlenecks increasingly are not.
