A Rare Visit at a Fraught Moment

The director of the Central Intelligence Agency made a highly unusual trip to Havana this week for talks with senior Cuban officials, opening a rare channel of direct contact between Washington and the island’s communist government just as Cuba says it has run out of fuel and is enduring some of its worst energy shortages in years.

Cuban officials said John Ratcliffe, the C.I.A. director, met on Thursday with Interior Minister Lázaro Álvarez Casas and Raúl Guillermo Rodríguez Castro, a senior security official. Havana said the visit came after a request from the United States and was intended to contribute to political dialogue between the two countries, whose relations have sharply deteriorated.

The C.I.A. did not describe the meeting as a thaw. Instead, it said Mr. Ratcliffe conveyed that the United States was prepared to engage on economic and security matters only if Cuba made what it called “fundamental changes,” underscoring the hard line that has defined Washington’s posture even as the island’s crisis deepens.

That the meeting happened at all was striking. High-level visits by sitting American intelligence chiefs to Cuba are exceedingly rare, and this one came as blackouts, fuel shortages and public frustration have become impossible to ignore.

An Island Running on Empty

Cuba’s government has described the fuel situation in stark terms, saying the country has “absolutely no fuel” and that diesel supplies have been exhausted. Officials have called conditions “extremely tense” as prolonged blackouts shut down neighborhoods for hours or days at a time, disrupting transport, food distribution, hospitals, businesses and basic household life.

In recent days, protests have broken out in Havana, and another failure in the eastern power grid added to fears that the crisis could spread further. The outages have become more than a technical problem; they are a test of public order in a country where economic hardship, migration and declining state capacity have already strained the social compact.

The immediate pressure on Cuba’s energy system has been building for months. On Jan. 29, the White House put in place a tariff-based mechanism aimed at countries supplying oil to Cuba, a move that effectively raised the cost and risk of shipping fuel to the island. Additional sanctions announced on May 1 tightened that pressure further. Cuban officials say the measures have sharply curtailed fuel inflows and turned a chronic shortage into an emergency.

A Russian shipment of oil in late March briefly eased some of the strain, according to Cuban state reporting, but that supply was later depleted. Since then, officials have warned that reserves were vanishing.

Pressure, Leverage and the Prospect of Talks

The convergence of a deepening domestic crisis and a rare intelligence-level encounter suggests both governments are trying to test what, if anything, might still be negotiated.

For Washington, the visit appears to serve two purposes at once: maintaining pressure while probing for leverage. The Biden administration had previously moved fitfully between limited engagement and renewed restrictions, but the latest measures have pointed firmly toward coercion. By sending the C.I.A. director while insisting on “fundamental changes,” the United States seems to be signaling that any relief would come only at a political price.

For Havana, the talks offer a way to show that even under mounting sanctions, the Cuban government can still compel direct attention from its most powerful adversary. Officials have framed the encounter not as a step toward normalization but as dialogue conducted under siege, using the fuel emergency to sharpen their argument that U.S. policy is worsening civilian suffering.

That message is aimed not only at Washington but also at Cubans enduring the blackouts. With the economy battered by inflation, shortages and declining tourism revenues, the government has increasingly tied domestic hardship to external pressure, especially restrictions on access to fuel.

Why This Matters Now

The significance of the visit lies less in any immediate breakthrough than in the conditions that produced it. Cuba’s energy crunch is no longer a background problem; it has become a central driver of instability. Electricity cuts lasting days at a time threaten commerce, food storage, water pumping and public transportation, all while increasing the risk of broader unrest.

For the United States, a further deterioration in Cuba carries its own risks, including greater regional instability and potentially new migration pressures. That helps explain why a government publicly committed to pressure might still seek a discreet, high-level conversation with Cuban security officials.

Whether those talks lead anywhere remains uncertain. There is no indication that sanctions relief is imminent, and it is unclear whether any humanitarian or energy arrangement is under discussion. It is equally unclear whether Washington’s demand for sweeping changes is an opening bid or a condition so rigid that it leaves little room for progress.

What is clear is that the meeting took place at a moment when Cuba’s crisis has become harder for either side to manage from a distance. In Havana, the lights are going out, fuel tanks are emptying and frustration is rising. In Washington, that reality appears to have prompted a rare acknowledgment that pressure alone may not be enough.
