Trump Signals Wider Iran Strike as Congress Splits and Casualty Doubts Grow

A New Threshold in the Iran War

President Trump said on Thursday that he was close to ordering what he described as a “massive attack” on Iran, signaling a possible new phase in a conflict that has already stretched for months and is now colliding with a bitter fight in Washington over presidential war powers and growing questions about the Pentagon’s public accounting of American dead.

The president’s remarks, delivered as oil prices climbed and regional tensions spread beyond the Persian Gulf, suggested that the administration may be weighing a military response larger than the strikes that opened the war on Feb. 28, when the United States and Israel began the campaign the Pentagon calls Operation Epic Fury.

“We are all set for it,” Mr. Trump said in an interview with Axios, adding that he was considering an operation “bigger than ever before.”

His comments came as Tehran widened its rhetorical warnings to U.S. allies, branding Britain an “accomplice” to Washington, and as the conflict’s economic shock waves deepened. Houthi attacks on Saudi tankers in the Red Sea have added to fears over shipping through both the Bab el-Mandeb and the Strait of Hormuz, two of the world’s most sensitive energy chokepoints. Brent crude rose above $100 a barrel again, a threshold that carries political risks not only abroad but also for a White House already confronting the domestic costs of a widening war.

Congress Tries, and Fails, to Speak With One Voice

Even as Mr. Trump projected readiness for escalation, Congress delivered a split verdict on whether it could restrain him.

The House passed a war powers resolution on Thursday by a narrow 214-to-208 vote directing the president to remove U.S. forces from hostilities with Iran. All Democrats backed the measure, joined by four Republicans: Representatives Brian Fitzpatrick of Pennsylvania, Warren Davidson of Ohio, Tom Barrett of Michigan and Thomas Massie of Kentucky.

But in the Senate, a parallel effort faltered. Senators rejected a motion to discharge a similar measure, S.J.Res. 180, by a vote of 47 to 49, underscoring the limits of bipartisan resistance to the president even after months of fighting.

The split reflected a larger reality that has defined Congress’s struggle over the war from the beginning: lawmakers have repeatedly shown unease with the scope of the conflict, yet have not found a durable, unified way to compel a change in policy.

That debate is not new. On June 23, the Senate passed an earlier war powers measure, H.Con.Res. 86, by a 50-to-48 vote after the House had approved it on June 3. But those actions did not settle the question. Instead, the latest votes made clear that opposition to the war remains intense but procedurally fragmented, leaving Mr. Trump with broad practical room to continue military operations unless Congress can overcome both partisan division and an almost certain presidential veto.

Under the War Powers Resolution of 1973, Congress can seek to direct the removal of U.S. forces from hostilities not authorized by law. In practice, however, presidents of both parties have often resisted such limits, and lawmakers have struggled to translate symbolic assertions of authority into binding checks.

Casualty Questions Deepen Distrust

At the same time, the administration is facing scrutiny over a matter that often shifts political opinion more than speeches or procedure: the number of Americans killed.

Four U.S. service members killed this month in Jordan and Iraq were honored during the dignified transfer of their remains at Dover Air Force Base on July 22, according to a Pentagon release. Yet the Pentagon’s public casualty database now lists 14 U.S. deaths in the Iran war, down from 18 reported elsewhere a day earlier and omitting the four newly honored troops.

The discrepancy has raised fresh questions about how the Defense Department is counting war deaths and why the public tally appears to have been revised downward even after senior officials publicly acknowledged the latest fatalities.

The issue is more than bureaucratic. In every modern conflict, the credibility of casualty reporting becomes a test of public trust, especially when the administration is contemplating escalation. If Americans are being asked to accept a broader military campaign, lawmakers in both parties say they need a clear accounting of its human cost.

The recent battlefield losses have already sharpened pressure on the White House. Iranian-linked attacks in Jordan and Iraq killed U.S. troops and wounded hundreds more, renewing arguments on Capitol Hill that the war is expanding faster than the administration has explained.

A Region Under Strain

The strategic picture has also grown more dangerous.

What began as a U.S.-Israeli military campaign against Iran has increasingly threatened to spill across the region through Tehran’s network of allied militias and partners. Attacks linked to the Houthis have now menaced commercial shipping in the Red Sea, while the persistent risk to traffic through the Strait of Hormuz has kept energy markets on edge.

That matters because the conflict is no longer only a question of military aims. It is also becoming an economic one, with consequences for inflation, global supply chains and the political standing of governments far from the battlefield. A sustained disruption to either maritime corridor could drive fuel prices sharply higher and pull more outside powers into crisis diplomacy or military escort operations.

Britain’s new prominence in Iranian accusations points to another danger: that a war initially framed by Washington as targeted and containable could widen diplomatically and militarily as allies are drawn more directly into its orbit.

What Comes Next

The central question now is whether Mr. Trump’s threat becomes policy.

A larger American strike could remain limited, aimed at restoring deterrence after recent attacks on U.S. forces. But it could also invite broader retaliation, whether directly from Iran or indirectly through allied groups operating across Iraq, Syria, Yemen and vital shipping lanes.

At home, the fight over war powers is likely to intensify rather than resolve. The House vote showed that concern over the war has spread beyond the Democratic caucus, but the Senate’s failure to advance its own measure revealed how difficult it remains to build the sort of majorities needed to force a president’s hand.

And hanging over all of it is a simpler question that the Pentagon has yet to answer clearly: how many Americans have died in this war so far.

As Mr. Trump weighs what he says would be the largest attack yet, the administration faces demands not only to explain its strategy, but also to provide an honest ledger of the costs already incurred.
