China is responding to American tech pressure with a two-track strategy: leaning harder into the export boom driven by artificial intelligence and widening the set of tools it uses to retaliate.
New customs data released Thursday showed that Chinese exports grew faster than expected in July, buoyed by sustained overseas demand for electronics and other advanced manufactured goods. At nearly the same time, Beijing moved to tighten export controls on drones and related items bound for the United States and to place new restrictions on several American entities, its broadest package of countermeasures in months.
Together, the moves underscore how the technology rivalry between the world’s two largest economies is entering a new phase. China is no longer simply trying to withstand U.S. restrictions on semiconductors and advanced technology. It is increasingly using its own leverage over supply chains while relying on high-tech exports to help stabilize an economy still struggling with weak domestic demand.
Exports show resilience
China’s July trade figures offered fresh evidence that overseas demand remains one of the country’s most important economic supports. Exports rose more than analysts had expected, even as the monthly trade surplus narrowed from June.
Much of the strength came from products tied to the global buildout of artificial intelligence infrastructure. Chinese officials have said AI-related demand has been a major driver of exports this year, particularly for computing hardware and related equipment. In the first seven months of the year, high-tech exports were up nearly 41 percent from a year earlier, according to reported customs data.
That surge has helped offset persistent softness at home, where policymakers have struggled to revive consumer confidence and broader private-sector momentum. As a result, trade — especially in advanced manufacturing — has become even more central to China’s growth strategy in 2026.
The pattern also reflects a deeper shift in China’s industrial model. Sectors promoted heavily by Beijing, including computing equipment, industrial robots and 3-D printers, have been posting strong gains, suggesting that state-backed investment in advanced manufacturing is finding customers abroad even as geopolitical tensions intensify.
A broader response to Washington
But the latest trade data arrived against a more combative political backdrop.
On Aug. 5, Beijing announced new measures targeting the United States, including tighter controls on drone exports and restrictions on selected American entities. Chinese officials cast the steps as a response to a series of recent U.S. restrictions aimed at Chinese technology companies and products.
The message was clear: Beijing wants to show that it can answer Washington’s pressure with pain of its own.
Since a trade truce reached in late October 2025, China has been steadily expanding its toolkit beyond traditional tariffs. It has increasingly turned to legal actions, export controls, procurement restrictions and supply-chain measures. In recent months, those steps have touched areas such as rare earths, solar equipment, helium and companies linked to the U.S. defense sector.
That evolution matters because it broadens the terrain of the tech conflict. What began with a focus on advanced chips and semiconductor equipment is increasingly spilling into adjacent sectors critical to AI systems and modern industry, including drones, networking gear, data-center components, power equipment and robotics.
Washington, for its part, has also widened its approach. Recent U.S. actions have included broader Federal Communications Commission restrictions on Chinese tech imports and proposals that could limit the role of Chinese firms in American data centers and digital infrastructure.
Why this moment matters
The combination of stronger exports and sharper retaliation gives Beijing more confidence than it might otherwise have in a slowing economy. If AI-linked shipments continue to rise, Chinese leaders may feel they have greater room to resist U.S. pressure rather than make concessions.
It also highlights an uncomfortable reality for policymakers in Washington and allied capitals: efforts to restrict China’s technological ascent have not stopped Chinese firms from benefiting from the global race to build AI capacity. In some categories, the restrictions may even be helping redirect Chinese industry toward other parts of the supply chain where demand is booming.
At the same time, the apparent resilience may prove fragile. Economists and trade analysts caution that the recent export surge could reflect not only genuine demand, but also front-loading ahead of tighter controls, policy distortions or rerouting through third markets. If new restrictions bite more deeply, the momentum could fade.
The next question is whether both sides continue to escalate. A planned round of high-level diplomacy later this year is supposed to test whether the current truce can hold. But with Washington considering additional limits on Chinese AI and data-center supply chains, and Beijing signaling greater willingness to weaponize its own export controls, the space for a stable detente appears narrow.
For now, China’s latest moves suggest a government that sees opportunity as well as risk in the confrontation: an export engine still powered by the world’s appetite for AI, and a growing readiness to use that strength as part of a broader geopolitical contest.
