The contest over artificial intelligence is no longer confined to whose chatbot sounds smartest. This week, the struggle spread at once across software, Washington and the electric grid, as technology companies raced to sell cheaper coding tools, the Federal Reserve leaned further into AI expertise, and lawmakers and local communities pushed back against the industry’s expanding physical footprint.
Meta and OpenAI each made fresh moves to capture what has become one of the most lucrative corners of the AI market: coding and “agentic” systems, software that can carry out multistep tasks with less human direction. At the same time, Senator Edward J. Markey, Democrat of Massachusetts, unveiled a package of bills aimed at curbing what he described as the harms of unregulated AI, from automated workplace decisions to the energy and water demands of datacenters. And in New Zealand, residents near a planned AI-focused datacenter campus raised alarms over the project’s size and resource use.
Taken together, the developments underscored how AI has become a broader power struggle — over products and pricing, yes, but also over labor, land, energy and the institutions that will help govern the technology.
The coding fight shifts to cost
Meta said it was expanding developer access to an upgraded Muse Spark 1.1 model, part of an effort led by its AI chief, Alexandr Wang, to compete more directly with OpenAI and Anthropic in coding and agentic applications. The company is signaling that it wants more than prestige in the model race; it wants paying developers and enterprise customers.
OpenAI, meanwhile, said its newest GPT-5.6 family — marketed as Sol, Terra and Luna in a staged rollout still under limited preview — is designed to improve efficiency in coding tasks. Sam Altman, OpenAI’s chief executive, said the new model was 54 percent more token-efficient on agentic coding, a metric that matters because tokens are effectively the units customers pay for when using AI models.
That emphasis on token efficiency reflects a crucial shift in the market. For months, AI companies have competed on benchmark scores and dazzling demos. But as businesses try to turn AI coding assistants into everyday tools for software engineering, cost per task is becoming just as important as raw performance. A model that writes decent code more cheaply can be more attractive to a company than one that is marginally smarter but significantly more expensive to run.
The change also suggests that the AI boom is entering a more practical phase. Investors and corporate buyers are asking not only whether a model can perform, but whether it can do so reliably and at a price that makes automation worthwhile.
OpenAI’s expansion, amid instability
OpenAI’s product push came alongside another reminder that the company remains in flux. Fidji Simo, an OpenAI executive who had taken medical leave in April, said she would step down because of a chronic illness and transition to an adviser role.
The departure does not directly alter OpenAI’s technical road map, but it adds to a sense of executive churn at a company that is trying to scale rapidly while navigating intense scrutiny, heavyweight competition and the demands of commercializing frontier AI systems.
That matters because OpenAI is no longer simply a research lab or a consumer app maker. Its decisions increasingly shape the economics of software work, cloud spending and business automation. Leadership instability at a company in that position is not just a corporate story; it is a market signal.
The Fed enters the AI conversation more directly
The spread of AI into economic governance was evident in Washington, where Federal Reserve Chairman Kevin Warsh named members of several outside task forces to review the central bank’s operations. Among them were high-profile figures including the investor Marc Andreessen and Walmart’s chief executive, Doug McMillon. The members selected to advise on artificial intelligence are seen as strong advocates of the technology.
The practical consequences are not yet clear. The task forces do not set monetary policy, and their recommendations may never become formal rules. But their creation points to a larger reality: AI is moving beyond Silicon Valley and into the institutions that interpret productivity, labor markets, inflation and the future shape of the economy.
For the Fed, AI raises a cluster of questions that are both technical and political. Could it accelerate productivity growth and alter wage dynamics? Could it deepen concentration in some industries while reducing costs in others? Could rapid automation change how policymakers read employment data or assess the economy’s capacity to grow without igniting inflation?
Those are no longer hypothetical debates. As companies pour money into AI tools and infrastructure, central bankers are increasingly being forced to decide whether the technology represents a temporary investment surge, a durable productivity shock, or another source of financial and operational risk.
A widening accountability push
Even as the industry presses ahead, opposition to its next phase is becoming more organized.
Mr. Markey’s proposed “AI accountability” agenda seeks to address a wide range of concerns: harms to children from chatbot systems, discriminatory automated hiring tools, workplace surveillance, the displacement or overruling of workers’ judgment, and the environmental costs of large AI datacenters. The breadth of the package is notable. Rather than treating AI as a narrow tech policy issue, it frames the technology as a force reshaping consumer safety, civil rights, labor protections and energy use.
That broader framing reflects how the politics of AI are changing. Early regulatory debates often focused on misinformation, deepfakes or abstract fears about advanced systems. Now the arguments are becoming more concrete: Who is monitored at work? Who gets screened out of a job? Who bears the burden of higher electricity demand, water use and industrial noise? And who profits?
Whether Mr. Markey’s proposals become law is uncertain. Congress has struggled to move comprehensive technology regulation, and the AI industry retains significant lobbying power. But the effort signals that future fights over AI may be won or lost less on dramatic existential warnings than on practical issues that affect communities and workers directly.
The datacenter backlash goes local
Those tensions are already visible far from Washington.
In Makarewa, near Invercargill in New Zealand’s South Island, residents have demanded greater transparency about a NZ$3.5 billion AI datacenter project approved for a 49-hectare site. The project, backed by the Singapore-based company Datagrid, has been described by local authorities as an AI-focused campus with capacity reaching roughly 240 megawatts of IT load, a scale that has prompted questions about electricity demand, water consumption and noise.
Construction is expected to begin this year, with operations slated for 2028. For local residents, the project has become a test of who gets consulted — and who absorbs the consequences — when AI infrastructure arrives.
The dispute illustrates a pattern emerging globally. The AI economy depends not only on algorithms and venture capital but on substations, transmission lines, cooling systems and land. As companies race to build the computing capacity needed to train and run advanced models, local governments and communities are increasingly being asked to accommodate facilities that can strain utilities and alter surrounding areas.
That is turning datacenters into a new front in the politics of AI. The industry’s expansion is often discussed in digital terms, but its footprint is stubbornly physical.
Why this moment matters
What links these episodes is not simply that they involve AI. It is that they reveal a transition in the technology’s center of gravity.
The first phase of the modern AI boom was defined by spectacle: novel chatbots, viral image generators and eye-popping valuations. The emerging phase is harder-edged. Companies are fighting over margins in coding tools. Policymakers are beginning to wrestle with how AI affects national productivity and institutional decision-making. Legislators are trying to impose accountability on systems that touch work, children and civil rights. And communities are asking whether the infrastructure required to sustain the boom is compatible with local needs.
Meta’s pricing push and OpenAI’s claims of greater token efficiency speak to a market becoming more commercial and cost sensitive. The Fed’s embrace of AI advisers suggests the technology is being taken seriously as a macroeconomic force. And the backlash over datacenters and automated decision-making shows that public resistance is evolving alongside adoption.
In that sense, the week’s developments did not represent separate stories so much as a single one: artificial intelligence is no longer just a competition to build better models. It is becoming a struggle over who controls the terms on which those models are deployed, financed, regulated and physically sustained.
