Europe’s defense-tech money rush accelerates

Europe’s defense-technology boom gathered new momentum on Tuesday after the Munich-based company Helsing said it had raised $1.8 billion in fresh funding at an $18 billion valuation, a deal that underscores how rapidly investors are piling into military A.I., drones and autonomous systems.

Helsing said demand for the round exceeded the shares available, a sign that what was once a narrow and politically sensitive corner of venture investing has become one of Europe’s hottest sectors. The financing makes Helsing the continent’s best-funded defense-tech start-up and adds to a string of large recent deals that would have seemed improbable only a few years ago.

The raise comes days after Germany’s Quantum Systems announced a $1.2 billion financing at roughly an $8 billion valuation, and weeks after STARK disclosed a €500 million round backed in part by the NATO Innovation Fund. Together, the deals point to a market shifting from tentative experiments to industrial-scale bets.

The change has been driven above all by Russia’s war in Ukraine, which exposed shortages in Europe’s military stockpiles and sharpened demands for faster innovation in surveillance, electronic warfare, precision strike and uncrewed systems. It has also been fueled by a broader NATO rearmament effort and by mounting concern across European capitals that the region cannot rely indefinitely on American suppliers for the most important military technologies.

From software to weapon systems

Helsing was founded as an artificial-intelligence software company focused on helping armed forces process battlefield data. But like several of Europe’s most closely watched defense start-ups, it has pushed well beyond software into hardware-intensive programs, including autonomous combat aircraft, strike-drone work and systems for controlling drone swarms.

That expansion reflects a wider shift in modern warfare, where militaries increasingly want integrated systems that combine sensors, software, autonomy and munitions rather than standalone platforms alone. Investors, in turn, are showing a greater willingness to fund companies aiming to become prime contractors in their own right, not merely niche suppliers.

The surge in capital is substantial. European defense, security and resilience start-ups raised a record $8.7 billion in 2025, according to Dealroom and the NATO Innovation Fund, with artificial intelligence accounting for 44 percent of that funding. Those figures suggest that investors are no longer treating defense tech as an exception to Europe’s broader technology market, but as one of its defining growth areas.

Policy is shifting, too

Private money is arriving just as public policy in Europe becomes more supportive.

The European Union’s SAFE instrument has created €150 billion for joint defense procurement, part of a wider effort to encourage member states to buy together and build up common industrial capacity. In June, the European Innovation Council opened direct funding and equity support to defense and dual-use companies for the first time, a notable break with the bloc’s long reluctance to back military-linked ventures.

NATO’s own spending targets have reinforced the trend. The alliance said members committed in 2025 to invest 5 percent of gross domestic product by 2035 in defense and related security spending. At its July 7-8 summit in Ankara, NATO said allied spending was already running at around 4 percent, just a year into that push.

For investors, those commitments matter because they suggest a larger and more durable customer base. Start-ups can raise vast sums, but only governments can provide the procurement contracts needed to justify valuations on this scale.

A bigger question: Can Europe turn capital into capacity?

That remains the central test for Helsing and for the sector around it.

Europe has no shortage of start-ups promising A.I.-enabled targeting, autonomous flight, electronic warfare tools or mass-produced drones. What is less clear is whether the continent’s fragmented defense market — split across national procurement systems, export rules and military requirements — can support rapid scaling.

The region is also still working out how strongly it wants to favor domestic champions over established non-European suppliers, particularly American defense companies that continue to dominate many critical categories. For policymakers, the appeal of backing homegrown firms is straightforward: resilience, strategic autonomy and local manufacturing. But choosing European suppliers may also mean tolerating higher costs, slower production ramps or technological gaps in the near term.

Then there are the regulatory and ethical questions surrounding increasingly autonomous weapons. As companies like Helsing expand into drone swarms and A.I.-driven combat systems, European governments and militaries will face pressure to set clearer limits on human control, accountability and exports.

Why this moment matters

For years, Europe’s technology investors largely avoided defense, deterred by political sensitivities, environmental and social investing rules and uncertainty over government demand. That taboo is fading quickly.

The scale of Helsing’s round suggests that defense technology is being recast not as a marginal category but as a core strategic industry, with the potential to produce some of Europe’s largest private companies. It also signals a belief that the future of military power will depend less on traditional heavy platforms alone and more on software, autonomy and networks of cheaper uncrewed systems that can be produced at scale.

Whether that optimism proves justified will depend on what comes next: procurement orders, factory output and battlefield relevance. But for now, the message from investors is unmistakable. Europe’s defense-tech race is no longer a niche trend. It is becoming a central part of the continent’s industrial and security agenda.
