Labour Staggers as Reform Breaks Through, Stirring Questions Over Starmer’s Future

Prime Minister Keir Starmer was plunged into the gravest political crisis of his premiership on Thursday night as Labour suffered sweeping local election losses across England and Reform UK translated protest anger into tangible power on the ground.

With results still coming in, Labour had already lost hundreds of council seats, including in places long central to the party’s identity and electoral strategy. Reform, by contrast, was posting striking gains in areas such as Hartlepool and across parts of the North and Midlands, raising the possibility that Nigel Farage’s party is no longer merely a disruptive force in polling but an entrenched competitor in local government.

In Westminster, the results were swiftly read as more than a bad set of midterm elections. They were being treated as a judgment on Starmer himself — and as a test of whether the coalition that returned Labour to power in the 2024 general election is beginning to fracture.

No. 10 and Labour headquarters had entered the count expecting a punishing night. But the scale of the setbacks, and the symbolism of where they were falling, intensified already open talk among party figures about Starmer’s authority. By early Friday, some Labour allies were publicly urging colleagues not to turn the results into a leadership putsch, a sign of how quickly internal anxiety had spread.

A Reckoning in Labour’s Heartlands

The losses were especially damaging because they were not confined to marginal territory. Labour was losing ground in councils and communities that were once considered natural terrain: Hartlepool, Tameside, Tamworth and Redditch among them. In some areas, Reform appeared to be pushing Labour out not as a governing machine but as the default vehicle for working-class discontent.

Hartlepool carried special resonance. The town’s 2021 parliamentary by-election defeat nearly prompted Starmer to resign as Labour leader while in opposition. That the party was again suffering there, now from government, gave the night an air of political déjà vu — but with higher stakes.

These elections were the broadest electoral test since Labour’s return to office in July 2024. Roughly 4,851 seats across 134 English councils were contested, after the government dropped an earlier plan to postpone some of the 2026 votes following legal pressure. Taken together, they offered the first nationwide measure of how voters view Labour in power rather than in opposition.

The verdict, at least in the early returns, was severe.

Reform Turns Anger Into Seats

For Reform UK, the results suggested something equally important: the party may be learning how to convert diffuse anti-establishment sentiment into durable representation.

For years, insurgent right-wing parties in Britain have often looked stronger in national surveys than in actual election counts, especially under the country’s electoral system. Local elections are different. They reward organizational reach, candidate recruitment and the ability to mobilize anger ward by ward. Reform’s gains indicated it had made real progress on all three.

The party has targeted voter frustration over immigration, stagnant living standards and a broader sense that Westminster politics has failed to improve daily life. In many communities, that message appeared to cut through not only against the Conservatives, whose collapse created the space Reform now occupies, but against Labour as well.

That matters far beyond town halls. If Reform can establish a local base of councillors, activists and credibility, it will be better positioned to shape parliamentary contests, mayoral races and the national political debate. Its success on Thursday suggested that what began as a populist protest movement is hardening into a more formidable electoral presence.

Why the Results Are So Dangerous for Starmer

Local elections do not automatically determine national leadership. Governments often fare poorly in them, and Labour figures stressed that the full picture remained incomplete, with results still to come from stronger Labour areas, including London, as well as devolved contests in Scotland and Wales.

But the danger for Starmer lies in the convergence of political trends.

Labour had already been bracing for a difficult cycle, with senior figures privately warning for weeks that losses could be historic. The party’s problem is not simply that it is losing votes; it is that the losses seem to speak to a deeper vulnerability in the coalition Starmer assembled to win power in 2024.

That coalition depended on holding together liberal urban voters, traditional Labour supporters in postindustrial England and former Conservative voters exhausted by Tory chaos. Reform’s rise threatens that balance by appealing directly to some of Labour’s more culturally conservative and economically frustrated supporters, especially in towns where trust in mainstream politics is thin.

The results also sharpen a question that has stalked Starmer since before he entered Downing Street: whether his disciplined, managerial style is enough when public impatience hardens into anger. Critics inside Labour have long argued that the government has looked too cautious in office, too slow to convince voters that change is being felt. Thursday’s returns gave that argument new force.

Leadership Talk, but No Clear Successor

Even so, a leadership challenge is easier to discuss than to execute.

Under Labour’s rules and parliamentary realities, removing a sitting prime minister would require a rebellion of real scale and organization. At present, there is no obvious consensus successor, and no immediate sign of a cabinet prepared to move decisively against Starmer. That may ultimately prove his greatest protection.

Yet modern British politics has shown how quickly internal discipline can erode after an electoral shock. The fact that senior Labour voices felt compelled to warn against a coup before the counting had even finished underscored how live the question had become.

For now, the uncertainty is twofold: electoral and political. More results could still complicate or soften the picture, particularly if Labour performs better in areas yet to declare. But the larger uncertainty is whether discontent among Labour MPs remains a murmur or turns into coordinated action.

A Wider Realignment on the Right — and a Warning to Government

The election also revealed the continuing fragmentation of Britain’s political map. The Conservatives, still trying to recover from their 2024 general election defeat, faced another punishing set of results. The Liberal Democrats and Greens were also competing for gains in different parts of England, while Scottish and Welsh results promised further clues about the health of the union-wide parties.

But it was the Labour-Reform dynamic that gave the night its sharpest meaning. If the Conservatives are no longer the sole vessel for opposition to Labour, Starmer faces a more volatile and less predictable challenge than the traditional pendulum swing between Britain’s two major parties.

For a government not yet two years old, that is an ominous sign. Voters were not merely registering routine midterm frustration. In many places, they appeared to be searching for an outlet for disappointment — and finding one outside the established governing order.

That is why these results matter now. They are not only a warning about local councils or even about one prime minister’s standing. They may be an early sign that the political settlement that emerged after Labour’s 2024 victory is already becoming unstable.
