California’s Governor’s Race Remains in Limbo as Midterm Map Begins to Take Shape
The morning after primary voters cast ballots across a half-dozen states, the most closely watched unresolved contest was in California, where the race to succeed Gov. Gavin Newsom remained unsettled and the shape of November’s ballot was still unclear.
With votes still being counted early Wednesday, unofficial returns showed Steve Hilton, the Republican former television host and political adviser, leading the open governor’s primary with 27.7 percent. Xavier Becerra, the Democrat and former health and human services secretary, was running second with 25.4 percent, while Tom Steyer, the Democrat and billionaire former presidential candidate, was close behind at 19.6 percent.
Because California uses a top-two primary system, the stakes of the unfinished count are unusually high. The two highest vote-getters, regardless of party, advance to the general election. That means the state could end up with a traditional Democrat-versus-Republican race in November — or, if late ballots shift the standings, an all-Democratic contest in the nation’s largest blue-state stronghold.
The uncertainty has given the California count an outsize significance in a midterm cycle that is beginning to clarify elsewhere. While primaries in states including Iowa and New Jersey produced nominees for several critical congressional contests, California’s delayed outcome underscored how much of the November map remains fluid.
A Crowded Field, and the Risk of Democratic Vote-Splitting
The unresolved result reflects both the size of California’s electorate and the dynamics of a crowded open-seat race. Newsom, who is term-limited, leaves behind a vacancy that drew multiple prominent Democrats and gave Republicans an opening to consolidate behind a single well-known contender.
For Democrats, the central concern has been vote-splitting. With Becerra and Steyer dividing a large share of the party’s support, there has been a real possibility that Hilton could not only lead the field but benefit from a fractured opposition. The late count will determine whether Becerra holds on to the second spot or whether Steyer can overtake him.
California is also known for taking days, and sometimes weeks, to complete its vote count. State election officials continue processing vote-by-mail, provisional and other ballots through the canvass period, with certification not due until July. That slow pace, familiar in the state but often jarring on election night, means an apparent result can remain tentative long after polls close.
Key Races Elsewhere Come Into Focus
Beyond California, Tuesday’s primaries offered a clearer picture of several fall matchups that could help determine control of Congress.
In Iowa, Democrats chose Josh Turek as their Senate nominee to face Republican Ashley Hinson in a race that will test whether Democrats can seriously compete on difficult terrain. Iowa has trended rightward in recent cycles, and the party’s path to retaking the Senate already looked narrow before the first primary ballots were cast.
In New Jersey, Democrats nominated Rebecca Bennett to challenge Representative Tom Kean Jr. in the Seventh District, one of the suburban battlegrounds likely to be closely watched in November. The district has been a prime Democratic target, emblematic of the kinds of seats the party must win if it hopes to reclaim the House.
Those nominations arrive as both parties turn from intraparty contests to the broader fight over a political map shaped by redistricting disputes, shifting suburban allegiances and the historical tendency for the president’s party to face headwinds in midterm elections.
Why the Results Matter Now
The early primary outcomes are beginning to define the practical obstacles facing Democrats as they try to regain power in Washington. In the House, the path is comparatively straightforward: a small number of seat flips could change control. In the Senate, the math is harsher. Republicans hold a 53-to-47 majority, leaving Democrats with less room for error and a greater need to compete in states where the party has struggled.
That is why races like Iowa matter even if they are difficult, and why House contests in places like New Jersey carry weight beyond state lines. Competitive suburban districts may offer Democrats some of their best pickup opportunities, but they may also need favorable turnout patterns, stronger-than-expected nominees and a national environment that breaks decisively their way.
California’s unresolved governor’s race matters for a different reason. It is not likely to alter partisan control in Sacramento, where Democrats dominate statewide politics. But it could reveal something important about coalition strength, turnout and the risks of fragmented fields in a state where the top-two system can scramble expectations. If Democrats fail to secure both top spots in such a heavily Democratic state, it would be a reminder that electoral rules and candidate crowding can create openings even where partisan fundamentals seem settled.
An Unfinished Count, and an Unfinished Picture
For now, the central question in California is whether the late-arriving and late-processed ballots will materially change the order of finish, especially in the contest between Becerra and Steyer for the second slot. Elsewhere, the bigger uncertainties are less immediate but no less significant: whether Democratic nominees can overperform in a difficult Senate landscape, whether targeted House races will be enough to overcome Republican advantages, and how turnout and district lines may yet reshape the fall battlefield.
By Wednesday morning, the outlines of the midterms were sharper than they had been a day earlier. But in California — and in the broader struggle for Congress — the decisive picture was still coming into view.
