On the same day, Mr. Trump sought to tamp down controversy over a separate national security decision at home, saying that Bill Pulte, the housing finance regulator he recently installed as acting director of national intelligence, would not hold the post permanently.

Taken together, the remarks offered a revealing glimpse of a White House trying to keep open a diplomatic path in one of the world’s most combustible conflicts while also managing criticism over who is being entrusted, even temporarily, with the nation’s intelligence apparatus.

A Signal to Tehran

Asked about the prospect of engagement with Iran’s leadership, Mr. Trump said he could meet Mojtaba Khamenei “if it was to make a deal,” suggesting that a face-to-face encounter remained conceivable if it advanced U.S. aims.

The statement was notable not only because of its openness to direct contact, but also because it concerned a leader who has only recently consolidated power. Mojtaba Khamenei became Iran’s supreme leader in March after the killing of his father, Ayatollah Ali Khamenei, in the opening phase of the war. His succession was widely seen by analysts as a hard-line continuity move rather than any ideological break with the past.

Mr. Trump’s comment appeared to leave room for diplomacy even as he projected uncertainty about whether a formal agreement was essential. He also said the United States did not necessarily need a deal in order to remove Iran’s enriched uranium, an assertion likely to deepen questions about what, precisely, Washington is seeking: a negotiated framework, a coercive arrangement, or simply maximum leverage over a weakened adversary.

Mr. Pulte’s background is in housing finance, not intelligence.

The concerns intensified after Mr. Trump indicated that Mr. Pulte could examine alleged “rigged elections” while serving in the acting role, invoking a longstanding grievance that Mr. Trump has continued to press despite the absence of evidence for widespread vote-rigging on the scale he has described.

That suggestion alarmed critics who fear that an office designed to coordinate foreign intelligence could be drawn into domestic political battles. The question now is not only how long Mr. Pulte will remain in place, but whether his brief tenure will center on traditional intelligence matters or drift toward issues tied more closely to the president’s personal political agenda.

The pairing of these developments — outreach on Iran and improvisation in intelligence leadership — underscores the way Mr. Trump is handling national security in his current term: through personal signaling, flexible power centers and an often-blurred line between strategic statecraft and domestic politics.

On Iran, the opening to Mojtaba Khamenei suggests that the administration sees potential value in direct engagement at the highest level, even with a leader associated with hard-line continuity. For allies and adversaries alike, that is a reminder that military confrontation has not extinguished diplomacy, and that the White House may still believe a deal is possible — or at least useful as leverage.

On intelligence, the Pulte episode has exposed a different kind of vulnerability.
