Russia and Ukraine exchanged fresh attacks overnight even as both governments said they were prepared to return to U.S.-brokered negotiations, underscoring the familiar rhythm of this war: diplomacy advances in public while military pressure intensifies on the ground.
The renewed talk of negotiations came as a separate dispute over battlefield communications exposed another layer of Ukraine’s dependence on Washington. President Trump recently called Elon Musk and asked him to reverse a slowdown affecting Ukraine’s access to the Starlink satellite network, according to a report by The Wall Street Journal, after the restrictions became public and prompted alarm in Kyiv and among some American officials.
Taken together, the developments illustrated how any new peace push is unfolding alongside two forms of leverage over Ukraine — Russia’s continued bombardment and America’s influence over the weapons, intelligence and communications systems that have become essential to Ukraine’s war effort.
Strikes Continue as Talks Re-emerge
Russian and Ukrainian forces launched new attacks despite statements from both President Vladimir V. Putin of Russia and President Volodymyr Zelensky of Ukraine indicating openness to another round of talks.
Moscow said it had agreed in principle to resume three-way negotiations with Washington and Kyiv after Nov. 10. Mr. Zelensky also endorsed restarting discussions, but cautioned that Russia’s continued strikes were evidence that the Kremlin had not meaningfully softened its position.
That pattern has persisted throughout the war: diplomatic overtures are often accompanied by intensified efforts to improve battlefield positions before any meeting can begin. Russia has continued to press its advantages through missile and drone attacks, while Ukraine has sought to demonstrate that it can still impose costs deep behind Russian lines.
The latest push follows efforts by a U.S. envoy this week to reopen a trilateral channel after months of strained relations between Washington and Kyiv and after earlier discussions about limiting strikes on energy infrastructure failed to produce a durable reduction in attacks.
Starlink’s Role in the War
At the same time, a dispute over Starlink — the satellite internet service operated by Mr. Musk’s SpaceX — has drawn new attention to how deeply Ukraine’s military operations depend on privately controlled technology.
Since Russia’s full-scale invasion in 2022, Ukraine has relied heavily on Starlink terminals, including the military-grade Starshield variant, to maintain battlefield communications. The system has been critical for drone operations, air-defense coordination and command links, especially in areas where traditional communications networks have been damaged or destroyed.
Earlier reporting said the recent slowdown disrupted some Ukrainian attack-drone and air-defense missions. The episode also fueled confusion inside Washington over whether Mr. Musk had acted independently or whether the restrictions reflected broader White House pressure.
According to the Journal, Mr. Trump asked Mr. Musk to lift the restrictions after the slowdown became public. Reuters later reported that the service appeared to be functioning more normally, though official accounts have remained inconsistent and important questions remain unresolved, including who originally authorized the slowdown and whether all limits have in fact been removed.
A New Kind of Leverage
The episode has sharpened concerns in Kyiv and among European allies that Ukraine’s security now hinges not only on formal state support from the United States but also on decisions made by a small number of private companies and executives.
For Ukraine, the immediate issue is operational. Satellite connectivity can determine whether drones find their targets, whether air defenses coordinate in time and whether frontline units remain connected under fire. Any interruption, even a partial one, can have consequences within hours.
But the broader significance is political. As the United States tries to position itself once again as a mediator between Moscow and Kyiv, Ukraine is being reminded that the same country brokering talks also retains extraordinary influence over the systems that sustain Ukraine’s resistance.
That overlap is especially sensitive at a moment when Mr. Trump is seeking to revive direct diplomacy and when Mr. Musk, who has previously criticized Mr. Zelensky, remains a central figure in a communications network on which Ukraine has come to rely.
Uncertain Prospects for Negotiations
Whether the new talks will produce anything substantial remains unclear.
Russia has signaled that it wants any negotiations to focus on long-term security arrangements rather than a short-term cease-fire. Ukraine, for its part, has consistently argued that pauses in fighting without credible guarantees would simply allow Russia to regroup and renew attacks later.
The continued strikes by both sides suggest that neither military is preparing to ease pressure ahead of any meeting. Instead, each appears intent on entering talks, if they occur, from the strongest possible position.
There are also unresolved questions in Washington. It is not yet clear whether Congress or government watchdogs will investigate the Starlink slowdown, or whether the incident will prompt broader efforts by Ukraine and its European partners to diversify away from a single U.S.-linked commercial network in wartime.
For now, the message from this week’s events is that peace efforts and battlefield coercion are no longer separate tracks. In Ukraine, they are increasingly fused — with missiles falling even as negotiators prepare, and with the ability to fight tied not just to arsenals and alliances, but to the stability of a satellite connection.
