A widening divide is emerging in the way money is moving around China.
On one side, wealthy Chinese individuals are increasingly shifting assets that are already offshore into American bank accounts, according to bankers and lawyers advising them, as Beijing intensifies scrutiny of overseas wealth and tightens tax enforcement on offshore structures. On the other, sovereign wealth funds — especially from the Gulf — are sending billions of dollars back into China and Hong Kong after a sharp retreat last year.
Taken together, the two trends offer a more complicated picture of confidence in China than a simple narrative of money fleeing or returning. Private fortunes are seeking distance from Beijing’s expanding reporting and tax reach, while long-term state-backed investors are selectively betting that Chinese and Hong Kong assets still offer strategic value.
A flight for privacy and predictability
Advisers to affluent Chinese clients say demand has risen in recent weeks for U.S. bank accounts to hold money that has already been moved out of mainland China and parked in jurisdictions such as Hong Kong and Singapore.
The shift comes as Chinese authorities broaden a campaign to examine offshore wealth. In recent months, Beijing has moved to enforce taxes more tightly on overseas income, including assets held through offshore trusts, part of a wider push to ensure that Chinese tax residents declare and pay on global holdings. Earlier this year, China also stepped up enforcement against what regulators describe as illegal channels for moving money abroad.
For many wealthy families, the attraction of the United States is not only the depth of its financial system but also the structure of international information-sharing. Much of the world participates in the OECD’s Common Reporting Standard, which allows for automatic exchange of financial account information among tax authorities. The United States does not participate in that framework in the same way, operating instead under its own Foreign Account Tax Compliance Act regime.
That distinction has made U.S. accounts appear, to some foreign clients, comparatively insulated from the automatic cross-border visibility that exists elsewhere.
But lawyers and tax advisers caution that the strategy is not a clean escape hatch. Transfers that passed through other financial centers may already have created trails visible to Chinese authorities, and moving fresh large sums out of mainland China has become more difficult as enforcement has tightened. For many clients, advisers say, the current rush is less about moving new money abroad than about repositioning assets already beyond China’s borders into a jurisdiction seen as offering greater discretion and legal stability.
State money returns
At the same time, sovereign investors are moving in the opposite direction.
Data from the consultancy Global SWF showed that sovereign wealth fund investment into mainland China and Hong Kong reached roughly $14.2 billion in the first nine months of 2026, a rise of about 190 percent from the whole of 2025, when such investment had fallen sharply.
The rebound has been led largely by Middle Eastern funds, which have become increasingly active across Asia as they seek to diversify beyond energy and develop larger stakes in technology, health care, consumer businesses and advanced manufacturing. Those sectors align closely with areas that Chinese officials have promoted as central to the country’s next stage of growth.
The renewed activity does not necessarily mean that all foreign investors have regained confidence in China. Many global asset managers and multinational companies remain wary of slower growth, policy uncertainty, geopolitical tensions and concerns about data controls and market access. But sovereign wealth funds often operate on a different timetable and with different incentives than private investors. They can tolerate illiquidity, absorb political risk more readily and pursue strategic relationships alongside financial returns.
That makes them more willing, in some cases, to buy into markets that others still regard cautiously.
Two views of China risk
The divergence reflects not only different appetites for risk but different definitions of it.
For wealthy individuals, the immediate concern is increasingly personal: tax exposure, disclosure requirements, estate planning and the possibility that structures once considered routine could come under official challenge. The focus is on preserving mobility and insulating family wealth from policy change.
For sovereign funds, the calculation is more geopolitical and long term. China remains the world’s second-largest economy, a critical manufacturing base and an important market in sectors that many state investors want exposure to. Hong Kong, despite years of political change and questions about its autonomy, still provides a liquid gateway for deploying capital into Chinese companies and assets.
That split helps explain why capital linked to China is not moving in one direction. Instead, it is sorting itself by investor type. Private money is favoring jurisdictions perceived to offer legal distance from Beijing; state-backed institutional capital is returning where it sees strategic openings and depressed valuations.
What it means for Hong Kong and beyond
The contrast also raises fresh questions about Hong Kong’s future role.
For years, the city served both as a conduit for foreign investment into China and as a favored offshore haven for mainland wealth. If rich Chinese increasingly decide that even Hong Kong and Singapore offer too much transparency to Chinese tax authorities, some of that private wealth could migrate further afield, weakening one of the city’s traditional strengths as a wealth-management hub.
Yet Hong Kong could still benefit from the revival in sovereign allocations, particularly if state-backed investors continue to use the city as a base for deals, listings and regional partnerships.
Whether that rebound broadens remains uncertain. The recent pickup appears concentrated in a relatively narrow set of investors and sectors, rather than signaling a full restoration of global confidence in China. And for wealthy Chinese seeking to move assets into the United States, advisers say the window may be narrower than it appears, given the visibility of past transfers and the growing difficulty of taking new money out.
For now, the result is a two-track system: official and institutional money edging back toward China, even as private fortunes look for ways to put more distance between themselves and the Chinese state.
