India’s Missile Sales Gain Ground in Asia

India has struck a third missile export deal in the Indo-Pacific, deepening its emergence as a regional arms supplier at a moment when unease over China’s growing military reach is increasingly shaping how Asian governments spend on defense.

During Prime Minister Narendra Modi’s visit to Jakarta this week, India said it would supply Indonesia with BrahMos cruise missiles and Astra air-to-air missiles, adding Southeast Asia’s largest economy to a small but expanding list of buyers. The agreement follows India’s earlier sale of BrahMos missiles to the Philippines and a newly confirmed pact with Vietnam.

Taken together, the deals amount to more than a commercial success for New Delhi. They reflect a broader strategic shift across the Indo-Pacific, where governments that have long tried to balance economic ties with Beijing against security concerns are now making more visible military choices.

A sharper response to regional tension

The timing of the Indonesia agreement underscored that shift. It came just after China publicly acknowledged a missile test from a nuclear-powered submarine into the Pacific, a rare disclosure that stirred concern among the United States and several of its allies and partners, including Japan, Australia, New Zealand and Taiwan.

For countries in Southeast Asia, where maritime disputes and concerns over coercion have mounted for years, such developments are reinforcing an old calculation with new urgency: that deterrence can no longer be treated as an abstract goal.

India’s BrahMos missile, a supersonic cruise missile jointly developed with Russia, has become central to that calculation. Marketed as a fast, precision strike weapon suited for coastal defense, it has drawn interest from countries seeking to bolster their ability to monitor and, if necessary, challenge hostile naval movements in nearby waters.

The Philippines became the first foreign buyer, and the first batch was delivered in April. Vietnam then signed on, according to earlier reports, and Indonesia had been in advanced discussions before this week’s formal announcement.

India’s defense ambitions come into focus

For India, the deals are also a marker of industrial ambition. New Delhi has spent years trying to turn its large domestic military market into an export platform, with mixed results. Successive governments have pushed defense manufacturers to sell more abroad, both to strengthen strategic partnerships and to reduce India’s long-standing dependence on imports.

The BrahMos has emerged as the flagship of that effort, offering India a product with both geopolitical appeal and clear military utility. The addition of Astra missiles in the Indonesia package suggests New Delhi is trying to broaden that appeal beyond a single marquee system.

The push comes as India seeks a larger role in the security architecture of the Indo-Pacific, presenting itself as a reliable partner to countries wary of becoming overly dependent on either China or the West. Arms sales, once a relatively limited part of Indian foreign policy, are increasingly being used as instruments of influence.

A region rearming cautiously

Across the Indo-Pacific, governments are tightening defense partnerships, reviewing procurement plans and, in some cases, loosening past inhibitions about military spending. China’s expanding naval presence, increasingly assertive posture in disputed waters and displays of missile capability have all contributed to that trend.

At the same time, uncertainty about the durability and focus of American engagement in the region has pushed some countries to diversify their security relationships. That has opened space for middle powers like India to play a larger role.

Still, the region’s response is not uniform. Many Southeast Asian states continue to prefer diplomatic hedging over overt alignment, wary of provoking Beijing or being drawn too deeply into great-power rivalry. That leaves open questions about how quickly Indonesia will field the newly purchased systems, how large the final order will be and whether more buyers will follow.

What is clearer is that security anxieties that once surfaced mainly in diplomatic language are now appearing in procurement contracts. India’s latest missile sale suggests that, for a growing number of Indo-Pacific states, concern over China is no longer just a matter of rhetoric. It is becoming a budget line.
