Brazil’s presidential election will head to a runoff on Oct. 25 after Sen. Flávio Bolsonaro, the far-right son of former President Jair Bolsonaro, outperformed expectations in the first round and finished ahead of President Luiz Inácio Lula da Silva.
With virtually all ballots counted, electoral authorities said Mr. Bolsonaro won about 47 percent of the valid vote, compared with roughly 45.2 percent for Mr. Lula, denying the incumbent the outright majority needed to secure re-election in the first round and setting up a volatile three-week sprint in Latin America’s largest democracy.
The result was a jolt to a race that many had expected Mr. Lula, 80, to dominate more comfortably. Instead, the first round exposed a deeply divided electorate and handed new momentum to Mr. Bolsonaro, 45, who has cast himself as the heir to the movement built by his father, even after Jair Bolsonaro was barred from seeking office again.
Mr. Lula called the outcome “unexpected,” an acknowledgment of how much the first round reordered assumptions about the campaign’s final stage.
A Sharper Contest
Brazil’s electoral system requires a candidate to win more than 50 percent of valid votes to avoid a second round. Because neither man cleared that threshold, the contest now becomes a direct head-to-head fight, with eliminated candidates and their supporters suddenly holding unusual importance.
That has raised the central question of the runoff: whether Mr. Lula can rebuild a coalition broad enough to overcome a disappointing first-round showing, or whether Mr. Bolsonaro can expand beyond the conservative base that has sustained the Bolsonaro family’s political brand.
Some of the candidates knocked out in the first round did not immediately endorse either finalist, underscoring how fluid the next three weeks may be. Their voters — along with Brazilians who abstained, cast blank ballots or supported minor parties in protest — could decide the presidency.
The runoff also intensifies what is already one of the region’s starkest ideological contests. Mr. Lula, of the Workers’ Party, has governed as a leftist incumbent with an emphasis on social programs and an independent foreign policy. Mr. Bolsonaro, a senator from Rio de Janeiro and member of the Liberal Party, has campaigned on a more conservative, pro-market and combative platform, arguing that Brazil needs a decisive break from Lula’s leadership.
Markets Sense a New Opening
The stronger-than-expected showing by Mr. Bolsonaro was felt almost immediately in financial markets, where investors have long viewed the two candidates as offering radically different economic outlooks.
Brazilian assets rose sharply on Monday, with expectations of a relief rally after the first-round results suggested the race was more competitive than many polls and analysts had anticipated. The Bovespa index, Brazil’s benchmark stock gauge, posted early gains of more than 8 percent, reflecting investor belief that Mr. Bolsonaro’s performance had improved the chances of a government seen as friendlier to markets.
For business leaders and international investors, the runoff extends a period of uncertainty but also clarifies the stakes. A Lula victory would likely mean continuity in his current governing approach, including a stronger role for the state and a foreign policy less closely aligned with Washington. A Bolsonaro victory, by contrast, could push Brazil toward closer ties with the United States and a more explicitly conservative turn at home, while potentially recalibrating relations with China, one of Brazil’s most important trading partners.
That divergence helps explain why the election is being watched not only in Brasília and São Paulo but across financial centers abroad.
The Bolsonaro Name Returns to Center Stage
Mr. Bolsonaro’s advance to the runoff is also a measure of the enduring strength of his family’s political machine.
Though Jair Bolsonaro, the former president, was disqualified from running, his son has effectively served as the vehicle for bolsonarismo — the nationalist, right-wing movement that reshaped Brazilian politics over the past decade. Flávio Bolsonaro’s first-round finish suggests that the elder Bolsonaro’s appeal, while polarizing, remains formidable with tens of millions of voters.
For Mr. Lula, the result is a warning that incumbency alone may not be enough in a country still marked by ideological mistrust, economic anxieties and fatigue with the political establishment. He now faces the challenge of turning a broad but apparently insufficient coalition into a majority in a compressed campaign window.
Why the Next Three Weeks Matter
The runoff begins with Mr. Bolsonaro holding a narrow edge, but the gap between the two men is small enough that either could prevail. What matters next may be less the size of each candidate’s base than their ability to persuade voters who backed smaller contenders in the first round.
The final stretch is likely to hinge on turnout, endorsements, debate performances and whether either candidate can redefine the race on terms favorable to himself. Mr. Lula must persuade wavering centrists and moderate conservatives that stability lies with continuity. Mr. Bolsonaro must convince enough undecided and anti-Lula voters that he is more than a dynastic extension of his father’s divisive legacy.
For now, the only certainty is that Brazil has entered a new and more unpredictable phase of its election — one that will shape not only who governs the country, but also the direction of its economy, its diplomacy and the future balance of power in South America.
