Trump Raises Pressure on Unfinished Iran Deal as G7 Urges Broader Talks

President Trump on Wednesday cast new uncertainty over the emerging agreement with Iran, warning at the Group of 7 summit that the United States could resume military strikes if he is dissatisfied with the final terms of a deal that is still unfinished and unpublished.

“It’s not final,” Mr. Trump told reporters, describing the current arrangement as a memorandum of understanding and saying that if Iran did not “behave,” the United States could “go right back to dropping bombs.”

His remarks, delivered even as allied leaders welcomed the accord as the best available path away from a wider war, underscored the fragile state of a diplomatic effort that has calmed oil markets and raised hopes of reopening the Strait of Hormuz, one of the world’s most important shipping lanes. The memorandum is expected to be formally signed in Switzerland on Friday, but major provisions remain unclear, and neither Washington nor Tehran has published the full text.

The tension between Mr. Trump’s threat and the G7’s cautious endorsement captured the moment: a ceasefire framework is holding for now, but the diplomacy behind it remains incomplete, politically contentious and vulnerable to events across the region.

Allies Endorse a Deal — and Push Beyond It

In a joint statement, G7 leaders backed the agreement in principle and called it a historic opening, while also insisting that it could not be the end of negotiations. They pressed for follow-on talks covering Iran’s ballistic missile program and broader regional conduct, areas left outside the current framework.

That position reflects a longstanding concern in Europe and among U.S. partners in the Middle East that any narrow de-escalation deal, while useful, would leave unresolved some of the issues that have driven repeated crises with Tehran. The group also signaled that future negotiations would benefit from broader international involvement, including the International Atomic Energy Agency, the United Nations’ nuclear watchdog.

The sequencing is central to the unease. The interim framework announced over the weekend is intended as an off-ramp from active conflict: it would extend the ceasefire for 60 days, reopen Hormuz and offer Iran economic incentives if it meets agreed benchmarks. But it postpones the hardest questions — most notably the future of Iran’s nuclear program — to a second phase.

That has invited comparisons to the much longer and more detailed negotiations that produced the 2015 nuclear deal. In this case, the core military confrontation has been paused before the central technical disputes over enrichment, stockpiles and verification have been settled.

Congress Wants the Terms

In Washington, the lack of detail has produced an unusually mixed response, including from some Republicans who have generally supported Mr. Trump’s use of force.

Lawmakers in both parties have demanded to see the agreement’s text and to understand whether Congress will be given a formal role in reviewing it. On Wednesday, Mr. Trump indicated he was open to sending details to Capitol Hill, a sign of the pressure building around an arrangement that could reshape U.S. military posture in the Gulf and alter sanctions and maritime policy without yet having a fully public legal or diplomatic architecture.

The congressional scrutiny comes after the Senate on Monday failed again to advance a war-powers resolution, a result that highlighted a deeper contradiction in Washington: many lawmakers are uneasy both with an open-ended military conflict and with a rapidly assembled peace framework whose obligations remain opaque.

Vice President JD Vance and other administration officials have suggested that specifics are still being worked out. That has done little to reassure skeptics who want to know what, exactly, Iran has agreed to do, what sanctions or economic relief it may receive, and how compliance would be measured.

Markets Are Relieved, but Cautious

For financial markets, the deal has so far functioned less as a finished accord than as a signal that the worst-case scenario may be receding.

Oil prices have fallen below $80 a barrel, and equities have climbed as investors bet that a sustained reduction in hostilities will ease supply risks and restore more normal traffic through Hormuz. The war had rattled shipping and energy markets, not only because of direct disruptions but because of the possibility that a prolonged conflict could pull in other regional actors and threaten one-fifth of the world’s seaborne oil trade.

Yet the optimism is conditional. Shipping firms and insurers remain wary of fully resuming operations until they see durable security guarantees, clearer operating rules and evidence that the maritime arrangements in the accord can survive beyond the signing ceremony. The same is true of commodity traders, who have seen previous breakthroughs in the region unravel quickly.

That caution is one reason the next 48 hours matter so much. A formal signing in Geneva would not resolve the core disputes, but it could begin to convert a political announcement into a framework with enough credibility to influence commercial behavior.

A Ceasefire Entangled With the Region

The diplomacy is also inseparable from parallel tensions elsewhere, especially Lebanon. G7 leaders called for an immediate ceasefire there, reflecting concern that continued military operations could jeopardize the U.S.-Iran understanding before it is finalized.

That linkage illustrates how limited the current arrangement may be. Even if Washington and Tehran preserve their own ceasefire, the deal could still be destabilized by Israeli actions, militia activity or escalation along adjacent fronts. One of the most important unanswered questions is whether regional actors with their own security calculations are prepared to sustain the restraint the agreement requires.

Inside Iran, the mood has been skeptical as well as weary. Any relief at the prospect of fewer strikes has been tempered by doubts that Washington can be trusted to keep its commitments and by anger over the damage already inflicted during the conflict, including reported hits to civilian infrastructure. For many Iranians, the diplomatic choreography abroad has unfolded alongside severe disruptions at home.

The Hardest Questions Still Lie Ahead

What exists now is less a final peace settlement than a temporary mechanism to stop a war from deepening. Its success depends on issues that have not yet been publicly resolved: whether Congress is drawn into a review process; what phase-two nuclear talks would demand of Iran; how missile restrictions would be negotiated; and whether the ceasefires on paper can survive pressure on the ground.

Mr. Trump’s language at the G7 made clear that he sees the threat of force as inseparable from the negotiation itself. America’s allies, by contrast, are trying to use the current lull to widen the talks and lock in a more durable structure.

For the moment, both tracks are moving at once: coercion and diplomacy, relief and suspicion, market optimism and strategic doubt. The agreement has lowered the temperature. It has not yet settled the fire.
